fa تحلیل نهادی رسالت‌های آموزش و پرورش در اسناد حقوقی بالادستی؛ وضعیت موجود، شکاف‌های نهادی و چشم‌انداز تحول تخصصي Special پژوهشي Research <p>اسناد حقوقی بالادستی، یکی از مهم‌ترین اجزای چارچوب نهادی نظام آموزش و پرورش به شمار می‌آیند؛ زیرا جهت‌گیری‌های کلان، اهداف بنیادین، حدود صلاحیت‌ها، مسئولیت‌ها، حقوق و تکالیف این نهاد را تعیین می‌کنند و به‌مثابه قواعد رسمی، مبنای تنظیم رفتارها، سیاست‌ها و برنامه‌های آموزشی و تربیتی قرار می‌گیرند. در این میان، رسالت نظام تربیت رسمی و عمومی جمهوری اسلامی ایران، &laquo;فراهم آوردن زمینه نظام‌مند و عادلانه کسب شایستگی‌های فردی، خانوادگی و جمعی لازم برای عموم افراد جامعه به منظور دستیابی به مرتبه قابل قبولی از آمادگی جهت تحقق حیات طیبه در همه ابعاد&raquo; تعریف شده است. با وجود تصریح این رسالت و اهداف متناظر با آن در اسناد بالادستی، تحقق عملی آنها صرفاً تابع کیفیت تدوین قواعد رسمی نیست، بلکه به میزان انسجام نهادی، ظرفیت اجرایی، هماهنگی میان نهادها و بازیگران، سازوکارهای پاسخ‌گویی و نظارت، ثبات سیاستی و چگونگی تبدیل اهداف کلان به رویه‌ها و برنامه‌های اجرایی وابسته است. پژوهش حاضر با رویکرد توسعه نهادی، به تحلیل رسالت‌های آموزش و پرورش در اسناد حقوقی بالادستی و ارزیابی وضعیت تحقق آنها می‌پردازد و می‌کوشد شکاف میان اهداف و الزامات رسمی از یک‌سو و عملکرد و ظرفیت‌های نهادی موجود از سوی دیگر را شناسایی و تبیین کند. بر این اساس، ضمن بررسی عوامل مؤثر بر توفیق‌ها و ناکامی‌های نظام آموزش و پرورش در تحقق رسالت‌های مصرح، مهم‌ترین کاستی‌ها و موانع نهادی مورد تحلیل قرار گرفته و در نهایت، چشم‌انداز تحول نهادی و رهیافت‌هایی برای کاهش شکاف میان &laquo;قواعد رسمی&raquo; و &laquo;عملکرد واقعی&raquo;، ارتقای ظرفیت نهادی و فراهم‌سازی زمینه تحقق مؤثرتر رسالت‌های نظام آموزش و پرورش ارائه می‌شود.</p> Higher-level legal documents constitute one of the most important components of the institutional framework of the education system, as they define its overarching orientations, fundamental objectives, scope of authority, responsibilities, rights, and obligations, and, as formal rules, provide the basis for regulating educational policies, programs, and practices. In this context, the mission of the formal and public education system of the Islamic Republic of Iran is defined as &ldquo;providing systematic and equitable conditions for all members of society to acquire the individual, familial, and collective competencies required to attain an acceptable level of preparedness for realizing the Good Life (<em data-end="921" data-start="903">Hayat-e Tayyebah</em>) in all its dimensions.&rdquo; Despite the explicit articulation of this mission and its corresponding objectives in higher-level policy and legal documents, their effective realization depends not merely on the quality of formal rules, but also on institutional coherence, implementation capacity, coordination among institutions and actors, accountability and monitoring mechanisms, policy stability, and the extent to which overarching goals are translated into operational procedures and programs. Adopting an institutional development approach, this study analyzes the missions of the education system as articulated in higher-level legal documents and evaluates the extent to which they have been realized in practice. It seeks to identify and explain the gap between formal objectives and requirements, on the one hand, and existing institutional performance and capacities, on the other. Accordingly, the study examines the factors contributing to the achievements and shortcomings of the education system in fulfilling its stated missions, analyzes the major institutional deficiencies and constraints, and ultimately outlines prospects for institutional transformation.
