fa مطالعه تطبیقی جایگاه نوآوری و فضای کسب‌وکار به عنوان زیر ساخت توسعه تخصصي Special پژوهشي Research <span style="font-size:13pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span b="" lang="AR-SA" lotus="" style="font-family:">این پژوهش به بررسی وضعیت نوآوری و فضای کسب‌وکار به عنوان عوامل کلیدی در فرایند توسعه </span><span b="" lang="FA" lotus="" style="font-family:">در ایران و مقایسه تطبیقی آن با سایر کشورهای جهان بر اساس چهار شاخص معتبر بین‌المللی براساس آخرین گزارش‌های منتشرشده شامل شاخص سهولت راه‌اندازی کسب ‌وکار، شاخص رقابت‌پذیری جهانی، شاخص جهانی نوآوری و شاخص آزادی اقتصادی پرداخته و عوامل مؤثر بر عملکرد کشور در هر یک از این شاخص‌ها را تحلیل می‌کند. یافته‌های پژوهش نشان می‌دهد که ایران در شاخص جهانی نوآوری با رتبه 64 عملکرد نسبتاً خوبی دارد. در شاخص آزادی اقتصادی رتبه 169، در شاخص راه‌اندازی کسب‌وکار رتبه 127 و در شاخص رقابت‌پذیری جهانی رتبه 99 کسب کرده است که نشان‌دهنده لزوم برنامه‌ریزی جدی برای ارتقاء در این زمینه‌ها است. تحلیل‌ها نشان می‌دهد پیچیدگی فرآیندهای اداری، ناکافی‌بودن زیرساخت‌های فناوری، ناکارآمدی نظام مالیاتی و تحریم‌های بین‌المللی، از جمله دلایل اصلی کاهش رتبه ایران در برخی از شاخص‌های جهانی است. در این پژوهش، راهکارهایی برای بهبود فضای کسب‌وکار، از جمله اصلاح نظام مالیاتی، تسهیل فرآیندهای اداری، توسعه زیرساخت‌های دیجیتال، افزایش شفافیت اقتصادی، جذب سرمایه‌گذاری خارجی و تقویت همکاری دانشگاه و صنعت، ارائه شده است. این مطالعه با ارائه پیشنهادات کاربردی و تحلیل‌های جامع، می‌تواند به‌عنوان منبعی قابل اتکاء برای ذی‌نفعان مرتبط مورد استفاده قرار گیرد و زمینه‌ساز طراحی سیاست‌های پیشرو برای بهبود محیط کسب‌وکار، ارتقای جایگاه ایران در رتبه‌بندی‌های بین‌المللی و توسعه پایدار کشور باشد.</span></span></span></span></span> <span style="font-size:13pt"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times="">&nbsp;&nbsp; <span style="font-size:12.0pt"><span style="color:black">This research examines the state of innovation and the business environment as key factors in the development process in Iran, conducting a comparative analysis with other countries around the world based on four internationally recognized indices according to the latest published reports. These indices include the Ease of Doing Business Index, the Global Competitiveness Index, the Global Innovation Index, and the Economic Freedom Index. The study analyzes the factors influencing the country&#39;s performance in each of these indices. The findings indicate that Iran has relatively good performance in the Global Innovation Index, ranking 64th. However, it ranks 169th in the Economic Freedom Index, 127th in the Ease of Doing Business Index, and 99th in the Global Competitiveness Index, highlighting the need for serious planning to improve in these areas. The analyses reveal that the complexity of administrative processes, insufficient technological infrastructure, inefficiency of the tax system, and international sanctions are among the main reasons for Iran&#39;s lower rankings in some global indices. This research proposes solutions to improve the business environment, including tax system reform, simplification of administrative processes, development of digital infrastructure, increased economic transparency, attraction of foreign investment, and strengthening university-industry collaboration.
