Colleagues Networks needs up-to-date, comprehensive and sufficient rules and regulations so that they can effectively serve the industrial organizations. Therefore, it is necessary to identify the various requirements and needs of the industrial organizations and to design its general framework correctly and finally to develop a comprehensive legal system for it. The purpose of this article is to identify and analyze the indicators and factors affecting the legal system of industrial organizations in order to solve problems. For this purpose, in this article, all existing governing and protective laws and regulations in this field, both national and international, have been identified and analyzed, and finally, the existing legal gaps have been determined based on the problems arising from interviews with stakeholders. Finally, in order to solve the legal problems of the network, 8 leading countries were investigated so that the indicators and factors affecting the legal system favorable for communication with the network were extracted in order to solve the problems of the country's network. The type of research in this study was applied and descriptive-survey method. The statistical population is some project managers, industry managers, legal assistants of industrial organizations and network managers in interaction. The statistical population of 25 people at the level of organizations and the questionnaire tool was used to collect information and descriptive and inferential statistics and SPSS and tvalue software were used to analyze the data. The results of the research showed that in developing a comprehensive legal system in interaction with the network partners, both enabling and managerial indicators should be modified and its structural and technological aspect should be updated and according to the existing needs of industrial organizations.
