This research examines the state of innovation and the business environment as key factors in the development process in Iran, conducting a comparative analysis with other countries around the world based on four internationally recognized indices according to the latest published reports. These indices include the Ease of Doing Business Index, the Global Competitiveness Index, the Global Innovation Index, and the Economic Freedom Index. The study analyzes the factors influencing the country's performance in each of these indices. The findings indicate that Iran has relatively good performance in the Global Innovation Index, ranking 64th. However, it ranks 169th in the Economic Freedom Index, 127th in the Ease of Doing Business Index, and 99th in the Global Competitiveness Index, highlighting the need for serious planning to improve in these areas. The analyses reveal that the complexity of administrative processes, insufficient technological infrastructure, inefficiency of the tax system, and international sanctions are among the main reasons for Iran's lower rankings in some global indices. This research proposes solutions to improve the business environment, including tax system reform, simplification of administrative processes, development of digital infrastructure, increased economic transparency, attraction of foreign investment, and strengthening university-industry collaboration. By providing practical recommendations and comprehensive analyses, this study can serve as a reliable resource for relevant stakeholders and pave the way for designing progressive policies to enhance the business environment, elevate Iran's position in international rankings, and promote sustainable development in the country.
