Regional entrepreneurship development, a cornerstone of economic advancement, is profoundly shaped by localized institutional factors that structure political, social, and economic interactions. This study with emphsysing Ardebil provinece seeks to identify the institutional determinants influencing regional entrepreneurship through a qualitative methodology, employing purposive interviews with key stakeholders, including university academics, entrepreneurs, and regional administrators. The findings underscore the critical role of formal and informal institutions in either facilitating or constraining entrepreneurial activities. The core categories derived from the data encompass regional enabling (facilitation and physical/service infrastructure), regional driving (motivation, competitiveness, and risk-taking), sustainability (social tolerance and knowledge dissemination).These factors highlight the imperative of tailoring institutional frameworks to local contexts to mitigate uncertainty and foster innovation. The study reveals the inadequacy of universal development models in the Iranian context, advocating for bottom-up approaches rooted in local exigencies. It is recommended that regional policymakers prioritize regulatory simplification, bolster support networks, and integrate entrepreneurship education into academic curricula to enhance regional competitiveness and promote sustainable growth. Limitations include the lack of statistical generalizability due to the purposive sampling approach, suggesting that future research could employ quantitative or mixed-methods designs to address this gap.
